Roe-sèpíê Bî (/ˈroe/ /ˈsèp˔ɘ/ [permanent] [door; gate]) is a temperate Town located in the G̈ifêvîlêg̈êyê Zone of the Union of Engineers.

The name Roe-sèpíê Bî is derived from the Iron Elvish language, as Roe-sèpíê Bî was founded by Khrondri Èbêbmthe, who was culturaly Iron Elven.

Climate

Roe-sèpíê Bî has a yearly average temperature of 26°C (78°F), with its average temperature during the summer being a hot 31°C (87°F) and its average temperature during the winter being a pleasant 21°C (69°F). Roe-sèpíê Bî receives an average of 265 cm/y (104 in/y) of precipitation, most of which comes in the form of rain during the spring. Roe-sèpíê Bî covers an area of nearly 6 km2 (2 mi2), and an average elevation of 1460 m (4790 ft) above sea level.

Overview

Roe-sèpíê Bî was founded durring the late 15th century in summer of the year 1379, by Khrondri Èbêbmthe. The establishment of Roe-sèpíê Bî suffered from several major issues, resulting in the need to develop many solutions to basic problems. Problems such as a lack of fresh water, logistical support, poor quality tools, and the odd monster or two. Howeaver, these were overcome in time.

Roe-sèpíê Bî was built using the conventions of Iron Elven durring the late 15th century. Naturaly, all settlmentss have their own look to them, and Roe-sèpíê Bî is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Roe-sèpíê Bî is is constructed arround a series of narrow worn bedrock mainstreets which form overlapping circles, with smaller strait roads linking the circiles to eachother at varrious points. The town has a fortified albit thin brick wall. The wall has most of the feeatures of a typical castle wall, just on a much smaller scale and and budget. Notably brick isn't a particuarly soild choice for resisting siege weapons. Roe-sèpíê Bî's wall wouldn't hinder a proper army, but it is more than sufishent for bandits and other small marauding groups. Roe-sèpíê Bî's monster and outlaw focused fortifications are suffering from significent damage, so much so that examples can be pointed to no matter which section one might have within their line of site, and most of which render sections inoperable at present.

A look around Roe-sèpíê Bî is like a look into a broken heart. There is no planning, no organization. Everyone here clearly goes about their own thing with little thought to anyone around them who isn’t selling something they need. It’s not malicious. Heads are hung. Eyes are empty. Something truly horrible happened here once upon a time and the town never healed.

Civic Infrastructure

Roe-sèpíê Bî has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Roe-sèpíê Bî. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Roe-sèpíê Bî's parks.

Roe-sèpíê Bî has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Roe-sèpíê Bî.

Roe-sèpíê Bî has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Roe-sèpíê Bî has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Roe-sèpíê Bî's public wards, blessings, and other arcane systems.

Roe-sèpíê Bî possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.

Roe-sèpíê Bî has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Roe-sèpíê Bî's natural decorations nor waterways.

Roe-sèpíê Bî has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Roe-sèpíê Bî has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Roe-sèpíê Bî's chapel was built using a different architectural style from the rest of the town. The style used is known for its buildings being predominantly formed through the combination of basic geometric shapes. However, it shown in the detailing given to the structures such as its characteristic tall columns, intricate detail, symmetry, harmony, and balance in their designs to an astonishing degree of precision. Decorative elements for the buildings tended to be built into the structure itself, making great use of fluting, frescoes, inlays, and embossing.

Due to the actions of local Kami, winter is recurring in Roe-sèpíê Bî.

The Living Topiary near Roe-sèpíê Bî are known to be almost tame, such that they can be put to domestic use.

Roe-sèpíê Bî's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves ritual combat to channel Conjuration energies of tier 3 via oath swearing.
